Condo Life: Who Pays For What?

There was an article in the paper this weekend about a condo owner wanting her strata to pay for something that would benefit her, but would provide little benefit for anyone else.  Is this fair?  She took her case to the BC Human Rights Tribunal and the ruling went in her favour.
